This software is used for computerized monitoring
of the movement of letters/or files in the sections/brances of the DC Office. The software
covers all levels right from central diary to sections, branch officers and Deputy
Commissioner. It is used for the diary and despatch of letters/files and entry of the
registered letter/parcels, couriers and speed post. It helps in reducing the number of
registers maintained by the Central Diary and the concerned branches in keeping track of
letter(s)/files. The software provides means to monitor the efficiency of branches and
dealing-hands in processing the letters received. |

The DC offices receive various types of
demands/proposals from Ministers, MLAs/MPs, Govt. Offices, Panchayat etc. requesting
financial assistance for developmental works. In order to sanction money for these
proposals (which are called the Schemes when sanctioned) judiciously under various
developmental heads, help of this software is taken. The physical & financial progress
of the sanctioned Schemes is also monitored through this S/W till the scheme is fully
implemented. Various query/print reports built in the Software helps in better monitoring.
The software has helped a lot the district administration in sanctioning and monitoring
the progress of each scheme and also to know the financial position in various heads,
under which funds are received from the State/Central Government, at a given point of
time. |

The General Public can enter the grievances on the
webbased application http://admis.hp.nic.in/esamdhan. This is the online grievance
monitoring system developed for effective monitoring & disposal of grievances of the
peoples of Himachal Pradesh. This software helps the Grievances Cell in handling the
voluminous number of grievances received from individuals who come to Deputy Commissioner
for the redressal of their grievances or submit there grievances through this website. It
helps in keeping a track of any grievance received and further references received for it
and speedy redressal by efficiently monitoring the status of grievances received. |

This is the web-based licensing system
(http://admis.hp.nic.in/shastr) used for the issuances of all types of the arms licenses
like issuance of new arms license, renewal of license, addition/deletion of retainers etc.
It based on the workflow of the issuances of arms liceences(Cash collection stage to arms
licence delivery). Proof documents such as date of birth, residence, police verification
may be attached with licence as pdf documents. Photograph & signatures of the
applicant are captured using software for trackling the misuse of arms licence. Addition
of signature of the authority to the arms licence whern generated. Printing of computer
generated unique passbook no. on the licence passbook along with other information such as
issue date, issued by, total pages, reserved pages etc. It has also the citizen interface
to know the status of his application on web site. This software is implemented for ADM
office and SDM office Hamirpur. |

HPOLTIS (Himachal Pradesh Online Treasury Information

This software has been implemented in the District
Treasury Office Hamirpur and all the Sub-treasury Barsar, Nadaun, Bhoranj and Sujanpur of
District Hamirpur. The bills are presented in the treasury at token section, where
computerised token no. is assigned to every bills or challan. Then the bill is referred to
the bill passing section. On feeding, token no. in the computer in bill passing section,
all the information are displayed. Subsequently bill is passed or objected by the DTO/TO.
The accounts of
sub-treasury are being uploaded in the District Treasury accounts directly on porting the
accounts of the sub-treasury. Further the accounts of District treasury are being sent to
Accountant General Office through soft copy as well as the physical vouchers and reports.
This software has improved the overall working of the treasury and the budget of all the
departments is being controlled at the treasury level. |

Treasury Office Hamirpur for the disbursment of the pension to the pensioners. This
software has made possible to get the pension scrolls genereated at the end of the month.
The bankwise scrolls is given to all the banks, who credit the accounts of the pension
holders.The pensioners are able to see on the webportal the details of their pension
credited. |

This software has been implemented in the District
Treasury Office Hamirpur and all the Sub-treasury Barsar, Nadaun, Bhoranj and Sujanpur of
District Hamirpur in order to generate the salary scrolls of all the employees in the
district of various departments. Treasury is responsible for generating employee wise
salary scroll of each DDO. One consolidated cheque is handed over to DDO to be payable at
bank branch at the end of every month. All the schedules to be enclosed with the bills are
generated at the treasury. Only one salary bill, per scheme per DDO is generated. The
details given in the Pay bill register of the DDO are supplied to the DDO. At present the
officials of the treasury are responsible for the input of the monthly changes in the
database. When the HIMSWAN connectivity is available for all the DDOs, the DDOs would be
able to make the monthly changes. |

Various documents maintained by the Revenue
Authorities in H.P. as Land Records are as follows: SHAJRA NASB, is a pedigree table
showing succession to Ownership rights occurring from time to time in an estate, prepared
at the time of settlement. JAMABANDI, gives information of total holding of each owner of
land in a particular revenue estate. It also indicates cultivator, rent & revenue and
other cesses payable on land and an uptodate record of various rights in land. A new
Jamabandi is written every five years. MUTATION REGISTER, keeps records of the sales,
purchases, lease, change in title etc. of land and are incorporated in the Jamabandi when
it is rewritten after 5 years. KHASRA GIRDAWARI, is a register of harvest inspections. The
patwari conducts field to field harvest inspection every six months i.e. in October and
March. He records the facts regarding crops grown, soil conservation, cultivation and
capacity of the cultivator. This register is considered important as it acts a master file
for the preparation of various agricultural returns and forecasts.
The software known as Himbhoomi starts from the Shajra Nasb data entry, where each
individual is assigned a unique code. Then the Jamabandi details are stored against each
individual. Similarly when an individual concerned does any transaction then his/her
detail is updated automatically with the help of mutation module. The modus operandi of
data entry is that only one master Jamabandi (applicable at that time) is entered and then
after wards only the changes are entered through the mutation module.
This software is the only one of its kind, which not only computerizes the above mentioned
Land Records documents but includes information related to Minor Irrigation, Agriculture
Statistics, Land Reforms etc. also, and generates the computerised five-yearly Next
Jamabandi Record automatically after incorporating the Mutations.
The system is helping the Department in streamlining the Land Records maintenance with
greater accuracy and reliability, and providing other related MIS reports very easily in
comparison to the manual system of doing so.The general public are getting nakals of
jamabandi, shajra nasb etc through this software by paying the nominal charges. Now, they
are no more required to look for the patwaris to get the nakals. |

The Computerisation of the Population Census-1991
for Himachal Pradesh was done by the NIC H.P. State Centre. The Village database created
in the process takes into the account only the Development related Structure i.e. it
provides only District Code, Tehsil Code and Block Code, against each Village Code. Other
Development and Revenue Locational Codes, which are also required against a Village for
various purposes, are the Division Code, Sub-Division Code, Constituency Code, Panchayat
Code, Patwar Circle Code, Kanungo Circle Code, Mauza etc. Also, the boundary of a Census
Village is not sometime coterminous with its Revenue counterpart i.e. one census village
may comprise of more than one revenue village, or vice-versa.
Therefore, a software has been develop to expand the Census Village Directory to
incorporate additional Locational Codes, and also to take care of one (census)-to-many
(revenue) villages relationship. Further, the reorganization of the locational structure,
taking place from time to time, is also taken care of. The Department of Land Records also
prints District-wise Village Directory, in which all the locational codes against a
village are also given. In order to help them in printing this directory, the information
is updated during the year and at a particular point of time the directory is printed
giving complete details and summary statistics.
In this software, information is being regularly updated. The locational codes generated
in this software are being utilized in the Land Records Management Information System. The
Location Directory printed with the help of this software has become an instant hit, as
all the Departments, Ministries and other Offices are finding it to be very useful for
various purposes. |

HIMRIS (Himachal Registration Information System) |

HIMRIS is implemented in Five Tehsils (Hamirpur,
Barsar, Bhoranj, Nadaun and Sujanpur) of Distt. Hamirpur. This software is used for all
types of registration of land deeds. It covers all the 27 type of deeds and its sub deeds.
The citizen has to get his deed details entered at one window and then approach the Sub
Registrar, which after verification of data approves it. Thereafter the photographs of the
executants and witnesses are captured on the spot and the endorsment page is printed. The
revenue fee is calculated by the software and receipt is printed. The citizen is being
benefited by the prompt service and return of the original papers on the same day. The
department is getting error free records and various reports required for record keeping
are generated automatically. |

certificate, income certificate, agriculture certificate, sc/st certificate etc. |

NIC Centre at the Ministry of Water Resources
prepared common software for all the States for computerising the Minor Irrigation Census
1993-94. However, due to some peculiar conditions, this software was modified a bit
locally to suit the needs of Himachal Pradesh. Then the data entry work from the data
collected by the Revenue department was started at the NIC District Centre, by the
departmental staff itself.
Information like the origin of the source, its length, area covered and ownership etc.
were fed against each source, along with other details, for around 20000 villages in the
State. Once fed and validated, various MIS reports were printed and given to the
department along with the data on media, which in turn was sent to the Ministry for
further utilization in sanctioning the schemes for developing irrigation sources. |

District Welfare Office has one of the main responsibilities of
disbursing the Welfare Pensions to Widows, Old Aged, Handicapped, and Lepers. The requests
from eligible pensioners are received in the DWO offices through the Tehsil Welfare
Officers. The Money Orders are sent quarterly to all the pensioners, which on average are
around 10000-15000 in a district (total about 1,57,000 in the whole State). Preparation of
M.Os. for these many pensioners manually is a very laborious and time-consuming activity.
This software has been developed for maintaining the Pensioners details and generating the
M.Os. for dispatch, Quarterly. The acknowledgements are also recorded and monitored
subsequently. The monitoring of returned and not received money orders is also done
effectively. The financial statements required to be prepared for the money disbursed or
returned etc. are also generated in the system. It also generates various other MIS
reports required by the higher authorities from time to time.
It has proved to be of immense use to the staff in the District Welfare Office by way of
eliminating their drudgery involved in preparing the M.Os. And keeping track of their
acknowledgements etc. The accounts preparation work has also become easy and accurate. Not
only the Welfare Department, the computerisation has benefited the Department of Posts
also, in efficiently dealing with the so much bulk of M.Os., and delivering them to the
dire needy pensioners in time. |

the offline/online software has been implemented in DRDA Hamirpur, All Six Blocks of
Hamirpur District and All 76 circles covering 229 Panchayats and all the villages of
Distt. Hamirpur. This software is used for the registration, issuings job cards, demands
of works, works entries, muster rolls, fund transfer and all types of required reports
under NREGA Project. The main objectiveas of this software are transparency in the whole,
single window interface for all the stake holders of NREGA, track transfer of funds to
various implementing agency, track the pattern of demand for work for future planning,
prepare inventory of works/assets created under NREGA for future planning, decide when
& how much fund to replenish in which account, highlight the irregularities, alerts to
various stakeholders and make various registers, muster rolls, documents available to
public. |

Statistics pertaining to the Cooperative Societies in the country
is published every year by the National Bank for Agriculture and Rural Development
(NABARD). The State Government sends consolidated data in standard formats for this
purpose. The State Government adopts their own procedures, mostly manual to collect the
data from the societies and consolidate before sending it to the NABARD. It has been found
that the data sent by the States is partially reported and submitted. There is a
considerable delay in collection, compilation, consolidation and publication of the data.
In order to improve the system and cut short the time delay, NIC developed a NICNET based
computerized system so that the data could be captured at the District level and
consolidate at the District, State and National Level. The software supplied by the NIC
Headquarters, New Delhi was tailored at the NIC H.P. Unit in order to incorporate the
local requirements also. |

The NIC H.P. State Unit has been carrying out the Counting
Results data transmission from NIC State/District Centres to NIC Headquarters Control
Room, during the Assembly/Parliamentary Elections held in 1991, 1993, 1996, 1998, 1999,
2003 and 2004.
During the Lok Sabha
Elections-2003 & 2004, NIC Hamirpur transmitted data / trends / results directly to
Doordarshan through Internet via web based interface. This was a paid projects and NIC
officers completed this job successfully by setting up the necessary hardware, dial up
connectivity at the Counting Centres. |

prevailing prices of all the commodities in any of the mandis all over India. |

Video Conferencing is a
conference between individuals present at geographically remote locations. It means that
people can meet and share information virtually from any where, but they are using video
conferencing equipment and communicate over any network available with them. There are 2
modes in which VC can be done viz. point-to-point in which 2 remote locations confer with
each other and multi-point in which more than two locations can confer with each other.
This can be used in conducting meetings and interactions between colleagues. The NIC
Centre provides Video Conferencing services from its VC studio located in the Deputy
Commissioners Office. The studio is a well equipped one with a 29
Television connected to the VC System/Camera. The connection is provided through the SCPC
